Strange discussion.

Customs was active with a surveillance in the Charlotte area - half way 
between each of you two - Tuesday afternoon during the rush hour period on the same 
frequency.

Again, the plane's signal was strong.  Occasionally, a ground unit would 
break squelch.

The plane was taking video of the subject.  One of the ground units was 
"Todd."
