I think it likely that I was hearing your
Charlotte-area Customs plane.  Were you copying the
plane on 165.2375 or on the input?  Were the ground
units on the same frequency?  It seems odd for them to
work simplex in the surveillance area, only to bring
up repeaters hundreds of miles away.  I was hearing
them on 165.2375 / 100.0.
