This might be a clue as to where the IRS went, I work at the Phila IRS
service center, it is my understanding is that the IRS in an effort to save
money has done away with the rent a cops at most of the service centers, as
the contracts for the guards runs out they are not being replaced, the
personnel are being issued cards to open the doors to give them access to
the buildings, the cards will also open the security gates to the parking
lots, here in Phila we will be doing away with the rent a cops when their
contract runs out. This might be why you are not hearing radio traffic.

Here in DFW, I haven't heard a peep on 418.175 and 418.225
(their former primary channels) in a LONG time. Lately, there
has been transmissions and testing (P25) on 165.950. But
most of the transmissions have been scrambled, so it's hard
to confirm it's them or some other Treasury Dept agency. The
rare "in the clear" transmission that I've heard hasn't really
assisted me in figuring out who it is. So far, I haven't heard
any surveillances.
