[FedCom] COOP Exercise - Forward Challenge

The federal continuity of operations exercise named "Forward Challenge"
is underway. It is a government-wide exercise to test COOP preparations
and the agencies involved are required to operate out of their alternate
facilities. It is scheduled to continue until 5/13. A few comms from the
black helicopters and cave dwellers were heard here in central Maryland
with fair signal strength.

OMAHA 04 and LIMA 04 discussing rehearsing a landing for the next day's
event.
 
OMAHA 04 reports that he could not contact BLUEGRASS OPS on UHF (no
freq. heard/given) to give them arrival info.
LIMA 04 then reports that security at the facility is upset at OMAHA
04's imminent (and to them, unannounced) arrival.

15 will be landing there shortly. NIGHTHAWK 16 won't take part in the
day portion of the training exercise but will land there tonight.
