Since the frequencies you listed are shown with a 167.9 CTCSS tone, I would
say they are analog. Also, because these are INOP or Inter operability
Channels to be shared amongst various agencies, I would guess that they
would keep them un-encrypted. Trying to manage encryption keys for all the
federal AND local government agencies would be adding a real nightmare,
that would probably end up with someone not being able to be heard by
others...

If I recall though, the rules governing the use of these INOP frequencies
do allow for digital mode, but again, I assume that would be un-encrypted
APCO P-25 mode...
