[FedCom] Unknown APCO-25 in MA/RI

All,
   Today on my drive into work from Fall River, MA to Newport, RI, I began 
getting several long transmissions on 140.040, what sounded like APCO-25.  
It seemed to be stronger near Fall River, and get weaker but still audible 
the farther I got away.  I've only started noticing it for the past couple 
weaks, before then, there was nothing.  Any ideas?
