[FedCom] Unknown APCO-25 in MA/RI

Hi, Quite near to this freq, I am getting occasional P25, mostly encrypted, on
139.500 MHz. Im sure this is the same repeater(V strong signal,) that is/was
until quite recently an "orphan" repeater over at the Portsmouth Naval
Shipyard(Kittery, Maine,,). Its input is/was 138.550, carrier sq; Except for
false keyups, the most I had previosuly heard on there were(inadvertantly
repeated,) AM comms from USAF aircraft either doing CAP or training in MOA
Yankee1/2. I had heard some analog comms on there a few wks ago, but it was hard
to tell if the users actaully knew they were using the repeater,,. Wasnt
139.500 used during the DNC in Bos last mnth?
Also, just now, heard aircraft comms, ID: CSxx, on 166.4375 FM. ICE Ops?(CS,,)
