[FedCom] Unknown APCO-25 in MA/RI

Are you really sure that it the actual frequency isn't 138.4875 or 139.5125?
The reason I state this is when my local military base went to APOCO 25
digital they could be heard/decoded on the XXX.50 but in reality the
authorization was actually for the XXX.5125 (since the XXX.4875 wouldn't
decode)...
