I hear DES scrambling on 165.9125 here in Orange County, Calif.  Back in the 
1980's and later it was ATF.

the radio traffic is definitely customs or border patrol.
Could someone tell me what the output of this frequency is?
I am located in eastern Washington state by the Idaho border.
