I may be misreading the posts but S Band (2 ghz.) AWACS radar? I don't think so.
Higher microwave frequencies would be used. Radar sourced TVI typically is nearby
airports or military installations. Commercial TV stations must accept the
interference. Occasionally when there are intense temperature inversions in the
Tidewater Va. area the US Navy's radar at DamNeck, Va. drives through Ch. 13 and some
of the UHF TV stations with the cyclic white lines and audio whine. The NOAA radar at
Wakefield, Va., 20 miles from my location operates on 2,649 mhz. @ 760,000+ watts
ERP. Amazingly only rarely does it cause me any RFI or TVI, but with the right
weather conditions, it does.

The post is fuzzy and maybe I'm missing something but if the point is inferring
that a 2 ghz. videosender or ITFS, MDS or MMDS block downconverter can be used to
monitor 2 ghz. audio transmissions other than those designed for the mode and
modulation on the same frequency that is not correct and misleading. In order to
monitor 2,400-2,600 mhz.. video transmissions with accompanying audio, if any, a piece
of equipment comparable to the Videoscanner is required. MDS,ITFS and MMDS(which are
basically unused ITFS frequencies) transmissions are inverted video/audio frequency
relationships and higher in frequency, approximately 2,500-2,700 mhz.
