Could be some sort of prompter or it could be body armor, a GPS locater or

Seems to me that body armor would cause a more overall bulkiness
rather than a discernable hump. With today's technology, it would be much more
sensible to implant a gps locator under the skin. I am somewhat surprised that
no one has thought of a "self destruct" device being located somewhere on
the president's body, although I don't believe this would be discernible
either. More likely implanted.
