[FedCom] The hump on Bush's back

It resembles the hump on Lance Armstrong's back during the Tour de France.
It was reported to be a radio used in a similar fashion by NASCAR teams.

Which leaves a couple of possibilities:
A "radio cue card", post-911 security device, bad tailoring, or who knows
what???
