I can see the need to coordinate frequencies independent of any
candidate wearing a wire. It just makes sense to be proactive about such
things. Security may also want a list of "known" frequencies so that
mysterious frequencies could be investigated (remote control bombs,
terrorists coordinating an attack, etc.).
I suppose if we ignore the hump, we still have the strange "let me
finish" comment and the mysterious audio from CNN to explain. Top it off
with the "rules of engagement" specifying no shots from the rear.
