My understanding is if the USSS takes the sidearms of military personnel 
before the president arrives. That is, the USSS says who can be armed 
(well, legally armed). Still, you never know if you got every weapon, so 
the kevlar vest would make sense even when surrounded by the military.

is the best I could find on body armor. Do you have a link to a photo 
showing what would cause this hump?
