[FedCom] Central/Regional Dispatch Centers?

I've noted that 417.2, APCO digital, Federal Protection Service, went from
being a very dead frequency to being very active.  I'd guess that now it is
tied into a regional dispatch center since there's plenty of transmissions.

415.05R (CTCSS 92.5), US Postal Inspectors, also appears at times to be a
regional type dispatch activity.
Awhile back in the Commerce Business
see:  http://www.cbd-net.com/    there was a bid for contracting out
regional dispatch centers.

Anyone others?
