[FedCom] Central/Regional Dispatch Centers?

I live in a city that has little Federal traffic. Only occasionally 
do I hear traffic on 418.900 (usually DEA working drug busts with the 
local task force) but lately I have been hearing what sounds like 
white noise on 417.200.  Since not even the police in our city have 
ever done any encryption (and no one is even thinking of going 
digital yet) just what does APCO 25 sound like on a regular scanner? 
Does it sound like DES encryption and if not and how can I tell the 
difference? Does anyone have a samples posted online?

Reason I ask, I am thinking of purchasing a digital capable scanner soon.
