That is what we are doing here in Cincinnati using the V-S memory available
in the PRO-96.
Button "5" is "Center" roughly centered over Cincinnati, up "2" is North,
left "4" is West and so forth.
"9" is Federal, "0" is reserved for the user and "Dot . or #" is left open
as the manual calls it scratchpad. however it is the same as the other V-S
memories.
It is a lot easier to remember the buttons graphically this way and only
takes about 20 seconds to pull up another memory into "Main" where you use
it.
Trunking in Banks 1-6 on the "Cross" (2, 4, 5, 6 & 8) is pretty much
identical at the present time.

If the frequencies are entered as MOT or FM the PRO-96 will immediately
switch and decode them if it receives P-25 modulation.
We have a local agency using P-25 AS encryption at times, when they switch
it on they are probably excluding 99.44% of scanner users from hearing their
traffic.
The white noise you mentioned could be DES encryption, listen very close for
pre and post synchronization sounds, kinda like a little tone.
I am unable to hear this in the DES Encryption digital mode sample available
on the web page mentioned below.
The PRO-96 does a great job on decoding P-25 simplex, conventional and Phase
I, C4FM trunking systems, it could be a lot better when listening to the
Hamilton County Phase II, C-QPSK modulated system. However both the Uniden
handheld and mobile are about the same, much improvement could be made in
all of them.
