[FedCom] Central/Regional Dispatch Centers?

I must have missed something when I was deleting the volume of e-mail I
received on a previous FedCom thread.  What does "as if it was encryption"
mean?  All major Fed agencies are using P25 compliant radios.  My
understanding is that not all comms are encrypted.  The USSS is an obvious
exception.
