It's tough to make a broad, bold statement like the above, because it can
be proven wrong over and over.

There are quite a few SyntorX (and of the ASN/SIU gear associated with
them)  radios still floating around in the back of US Customs (I.C.E)
vehicles still today. And that's not a P25 compliant radio package.

There are still Moto Spectra radio's (pre-P25, analog) with ASN packages
still bouncing along with the US Border Patrol vehicles as we speak. And
again, this is not a P-25 compliant package.

Perhaps those 2 agencies aren't included in the above "All major Fed
agencies ..." statement, or perhaps the statement  mainly applies to a
specific region of the U.S. I don't know for sure, but I can tell that in
southern AZ and western NM, that statement is not correct!
