It's tough to make a broad, bold statement like the above, because it can
be proven wrong over and over.

Here's another example: The Secret Service detail for Sen. John Edwards
campaign in Portland, OR yesterday was using analog, no encryption.
Things are in a period of transition for federal communications. There are
still plenty of analog radios in use by everyone, including FBI, DEA,
Secret Service, etc.. It will be a while before everything gets moved to
digital.
