Yes, I admit to making a rather generalized statement. In our district,
radios are used in the analog or digital mode with or without encryption.
They can be "field programmed." The decision on the type of communication to
be used by a given "detail" is made by the Field Agent in charge based on
many factors.  Both cell phones and low powered hand-held transceivers are
used extensively. It was certainly not my intent to offend anyone.  I will
contact the Portland Office and make an inquiry why the Agent-In-Charge
opted for analog.

It's tough to make a broad, bold statement like the above, because it can
be proven wrong over and over.

Here's another example: The Secret Service detail for Sen. John Edwards
campaign in Portland, OR yesterday was using analog, no encryption.

Things are in a period of transition for federal communications. There are
still plenty of analog radios in use by everyone, including FBI, DEA,
Secret Service, etc.. It will be a while before everything gets moved to
digital.
