Hello Chris & the group:

Overall, I would again think that the radio system is not used as heavily as 
perhaps digital cellphones and/or NEXTEL's (direct connect) for long 
investigative type conversations....  Repeater & simplex would be used for 
immediate ops, such as a serving a search warrant, surveillance, & initial 
notification/dispatch to an incident, and perhaps unit mobile status (e.g. 
either in the vehicle or out at a specific facility/agency)....

Also it's interesting to note that the US Postal Inspection Service Website 
http://www.usps.com/ncsc/locators/find-is.html
appears to indicate a more regional approach for contacting but in reality 
there more offices than
listed.  So as example for entire New England area a regional Boston office 
address/phone # is listed, but unless things have changed they had an office 
right here in Springfield MA...  Folks should try running the data base with 
various cities, states in their regions just to see what pops up for the 
contact address/telephone number.

Up in my neck of the woods (Portland, OR), the USPS Inspectors have been
P-25 digital for over a year and they do keep it encrypted almost 100% of
the time.
