[FedCom] USPS Security /Inspectors Radio System

Up in my neck of the woods (Portland, OR), the USPS Inspectors have been
P-25 digital for over a year and they do keep it encrypted almost 100% of
the time. They have been using 414.725 MHz and 415.050 MHz, but recently a
couple of "new" frequencies may have become active...


They are also using P-25 in Cleveland on 407.775 "Blue Rptr" ,407.750, 
414.750
ENC is used 90% of the time and the seemed to have swapped pairs Inputs now 
Rpt, Rpts now Input.

Units are "Ida xxxx"
