While I have heard some DES in the past on State Department DDS UHF
frequencies, I have often heard them in the clear, too! (Haven't caught any
P-25 digital yet, but give them time.)
When I was in New York City this past February, I was pleasantly suprised
to find plenty of DSS communications on 409.625 MHz in the clear. I
happened to be in town while there was a big shin-dig with the
International Olympic Committee trying to sell them on NYC for the
Olympics. Sounded like there were plenty of dignitaries visiting many
parties around the New York area...

If you have any diplomatic visits in your area you might try monitoring all
of the state department freqs -- perhaps you will hear something (although
it's probably all encrypted now!!!) BUT most likely the local PD freqs will
be the most active.
