[FedCom] Tour Pax Ship Covert Alerting Devices

I know this came across some time ago but I am just getting around to it.
I have a question to anyone that is USCG knowledgeable:
I noticed the instruction is signed by two assistant commandants but no rank for either is given. I am under the impression that "commandant" (Navy, Marines, CG) were titles for military members usually O-7 or above; does the CG have civilians with that those titles as well?
