[FEDCOM] Federal Shared VHF Frequencies

There are federal shared trunk systems. There is some Clinton era rule 
that feds within a certain distance have to consolidate resources like 
trunk systems. The only multi-user federal trunk system I've seen is the 
Nevada Test Site (technically NNSA) and Nellis AFB.

A slightly different situation is trunk systems shared between the feds 
and state:
