Yes, I suspect that probably all govt. p-25 radios have automatic provision for encryption.  Bureaucrats will love it since it allows them to conceal all screw-ups, lunch and potty breaks from the observing public.  (That was the main use of inversion scrambling with my local police dept. back in the '70's.)  
 
I was hearing p-25 in SE Arkansas on 169.5875 last week.  Maybe Pine Bluff?
