[FedCom] 148.8 air mobile

I was listening to the GSO South A&D frequency and I heard the strangest thing.
 
An  aircraft cleared the tower frequency and came up on the GSO South A&D frequency. 
I then heard GSO Approach tell the aircraft to go to 148.8. At first I thouight this was a mis-communication , but I heard the A/C repeat 148.8 back to the controller.
 
Is this some sort of federal  CAP, etc air/ground co-ordination frequency?
 This is near the 148.15 CAP frequency.
