I take it you are monitoring from the Greensboro NC area?
(1) Grove's "Federal Frequency Directory" 2nd edition this is listed as a
primary US Army frequency.
(2) Grove's "Military Frequency Directory" 2nd edition shows this as a Ft
Bragg air/ground frequency.
(3) The 'US IFR Supplement' does show some high band VHF freqs (14X.XXXX)
aero type freqs for Simmons AAF (Ft Bragg)..
(4) The "US VFR Supplement" does not show this frequency for air traffic
control usage.
Conclusion: Perhaps this is a discrete control tower frequency at Simmons
Army Airfield (Ft Bragg).
The references above are a MUST for any hobbyist who is into "frequency
sleuthing" .. quick & easy to use with the "search" function in acrobat
reader.
