Thanks Chris.  If I put in the PL and the DHS transmission is P25 will the
scanner ignore the PL?

Both - Customs and Border Patrol in some areas are still analog with the
usual PL tones. In other areas they have gone to P-25, both encrypted and
in the clear. TSA has always been P-25 and I have yet to hear them use any
encryption.  Coast Guard is using DES or some variant on their VHF channels
with they go secure, although they are in the process of migrating to P-25
radios.

The most prevalent DHS interagency frequency might be 166.4625 MHz, know in
DHS radios as DHS COMMON, but still heard as TREASURY COMMON by other
agencies. Most heard still in analog on this frequency, sometimes with a
100.0 PL tone. Even the TSA radios have this as an analog frequency with a
100.0 PL.
