Ken,

Some do have personal cell phones on them, but the agency has another 
communications device and it does not look like a hand held radio or cell phone.  The 
threat level and the size of the plane determines the staffing on the plane.  
There are some Air Marshal's that airport staffing knows about, but there are 
Air Marshal's that do not tell anyone there identity.  There communications 
provides the Agent in Charge and Section Agent Chief there whereabouts at all 
times.
