Joe,

OK, OK, OK there are certain Air Marshal's assigned to the Joint Terrorism 
Task Force in Washington, not all of them.  They don't have a "Central Dispatch 
Office" but a "Mission Operations Center" [MOC] that places the Air Marshal's 
on certain flights.  They are in a "testing phase" of there worldwide 
communications system and it has not rolled out to every agent yet, it looks like a 
Personal Digital Assistant [PDA].
