[FedCom] Feds Leasing Aircraft?

Matt's site has got some interesting pictures on the JPATS system.

Some of the aircraft pictured are actually leased aircraft to the US Justice 
Department per Matt's research:
Lone Star Air Partners, Finova Capital Corporation, Wilmington Trust Co, CIT 
Leasing Corp, etc...

Matt apparently was "on scene" and was able to match up the "JUSTICE" 
callsign with the aircraft...
GREAT work Matt!!!

However, I have to wonder what other federal agencies are using leased 
aircraft and are not using any
special callsigns.  For example FBI aircraft actually use their FAA N 
assigned number at times and not
the "ROSS" callsign.  This could be an interesting reseach project around 
the country.

Of course we've already seen the allegation about a covert CIA 
transportation system for terrorist
prisoners......
