Are both areas encrypted?  BATF has been using P25 digital for a year or more
in the Philadelphia, PA area on this freq.  I only bought a digital scanner in
November of 04.  Every time I hear traffic on this frequency is it digital w/
encryption.
I have never monitored anything in the clear here since they switched to
digital radios.
