[FedCom] 165.2875 - Chicago Area - APCO 25

West of Ft. Worth, they seem to be using both analog and P25.  There's very
little BATF activity out this way, but I hear occasional traffic in both
analog and P25 as recent as a month ago.

165.2875 BATF apparently now broadcasting in APCO 25 mode.
