165.2875 BATF is normally P25 digital encrypted but has been heard P25 
digital in the clear (as recently as 1 month ago) in the Philadelphia area.

It's been digital and mostly encrypted in Portland, OR for over a year now,
too. They do forget about the SECURE button occasionally, but not often.

Even with that, there still shows up the odd surveillance with analog DES
or even clear analog once in a while. I don't know if they are units from
out of town that don't have new radios or what...

In my travels around the country, I still find some ATF offices running
analog w/DES.
