164.445 is a very active Customs (BICE) Marine freq up until I started
hearing these tones on it. Or, there could be something wrong with the Fort
Myers repeater. Customs does have a repeater in the area as I would hear
the Mike and Alpha units calling Sector on "Ft Myers". I'm familiar with
their system as I once was 3X328, on loan from the NJ Marine Police (NJSP)
back in the 80s'. Sector 3 was then located in Baltimore, MD. We had
nationwide coverage/capabilites even back then from our RCA portables due
to the repeaters covering NJ, DE and PA.
