[FedCom] BICE Nets

Does anyone know how the BICE net channels are assigned? According to the list
published in MT a few months back, there are a total of 31 individual
frequencies that are either a Net repeater output or simplex Tac channel.
Locally (Philly metro area), I only copy traffic on two of these frequencies,
165.2375 and 165.4625. They both appear to be repeater traffic, although most
of the time, I only hear OTAR on the 4625 freq. Traffic on the other frequency
varies quie a bit and was pretty interesting in the last week.
One frequency listed as a BICE repeater output is 165.4375. Locally, this is
used by Valley Forge National Historical Park Rangers (P25 digital). So, I am
assuming that the published list is not a nationwide BICE allocation?
Anyone have more insight? I'm asking because I have, of course, limited space
in the scanner and I am trying to maximize listening pleasure by reducing the
amount of seldomly used frequencies in my scanner (I need more room for other
fed freqs and freqs for the local NAS).
