the guvmint leases and charters lots of planes for lots of reasons.....including from "regular" airlines. usually this is seen when the military has to transport large amounts of troops in short order (going to or returning from theater)
I imagine there is a similar arrangement like with boats/yachts/ships that if a vessel is US "flagged" as opposed to merely registered, the vessel must be available to the guvmint when it is needed (for a fee) in return for the protection of the guvmint.
