[FedCom] Charter

Most airlines are members of CRAF (Comercial Reserve Aircraft Fleet) as well as having a charter operation for sports teams and the like.  I imagine if you had an aircraft that was not booked and the government came to you and said we'd like to charter it, you would say yes instead of not making money on the airplane youre still going to have to pay for.

I'm not sure about the government assuming control of a ship without the owners permission.  I think it's called hijacking otherwise.
