[FedCom] Pager 413.8625 Mhz.

Can anyone ID a pager station I'm hearing on 413.8625 Mhz? It has a very 
strong signal in New York's Mid-Hudson valley (Dutchess County) - can be easily 
heard on a portable scanner with an 800 Mhz. duck antenna. At times it sounds 
like there are other, weaker, transmitters. It pages continuously 24/7. I was 
able to copy a CW callsign: KBO789. Due to the frequency it should be federal.
