[FedCom] 1-Alpha-4137 Philadelphia

I caught 1A-4137 calling Charlie 100 today around 12:30pm to calling in a
prisoner transport on 165.4625.

The unit stated that he was enroute from (Philly International Airport)
Terminal F to Terminal A with one CBP agent and one prisoner.  Charlie 100 did
not copy 4137's destination and passengers, so the officer repeated such.  On
the second try, he noted that the CBP agent with him did not have a radio
callsign.

What agency or division of DHS would 1A-4137 be?  When Charlie 100 would
answer, the female dispatcher would just call the field unit 4137.

There was a short OTAR burst prior to the conversation and then a longer one
afterward.  

It is not very often that I hear units in the clear on this channel in this
area.
