Yes, exactly.  I thought that's what I said.  What a 
dumb idea.  It just means that gear manufactured for 
hams will no longer be able to double as monitoring 
receivers.  It's silly to have P-25 as a 'standard' and 
then use something else in ham gear.  Surely it will 
affect sales negatively.
