Correct. D-STAR uses the AMBE (AMBE 2020+, if memory serves) vocoder using
GMSK modulation, running at an effective data rate of 4.8Kbps for voice
traffic and roughly 1Kbps for data traffic (simultaneous). The 1.2GHz
versions of D-STAR also support a wide modulation occupying 130KHz for
128Kbps of data. The standard for D-STAR is owned by JARL.

P25 uses the IMBE vocoder using either FSK (C4FM) or QPSK-C modulation,
running at an effective data rate of 9.6Kbps.

Icom is producing D-STAR radios for the amateur market (ID-1, ID-800,
IC-2200H with add-in board), and P25 radios for the commercial market.

D-Star is not P-25. It's a propriatary digital system from what I've read.
