I am leaning more to 163.7875 being part of Homeland Security (whether 
Customs, INS or other) as when this frequency is active several other "old" 
INS frequencies are keyed at the same time.

Also, for the last few weeks, BATF (presumed) has had surveillance on 
166.5375.

Yes ATF - 166.5375 is Net 9  simplex

Yes ATF 165.2875 is active lately with simplex comms (surveillance) in P25 
both encrypted and clear...just depends on whether they flick the switch.

And with POTUS visit soon in Philadelphia area, Roadrunner is active and 
testing on 164.8875, 166.5125, 165.375 P25 usually encrypted and some clear 
traffic - radio checks mostly.   162.6875 the Y (Yankee) side of Yankee / 
Zulu is active testing in analog DES.
