I am leaning more to 163.7875 being part of Homeland Security (whether
Customs, INS or other) as when this frequency is active several other "old"
INS frequencies are keyed at the same time.
Also, for the last few weeks, BATF (presumed) has had surveillance on
166.5375.

Yes ATF - 166.5375 is Net 9 simplex
Yes ATF 165.2875 is active lately with simplex comms (surveillance) in P25
both encrypted and clear...just depends on whether they flick the switch.
In the Dallas area Net 9 is a repeater using 166.5375 (which is the common
input) to 165.2875. The "Net" refers to different network ID's usually with
the same frequencies. This is true for USSS in this area as well. This
allows the user to select different repeaters in the same area. ATF does
have simplex capabilities on 166.5375 which is labeled Tac A2 in this area.
Since you say you don't hear much on the RPT output is it possible they are
using a repeater out of your listening range but you're close enough to the
office to hear the base? Are you sure you're not hearing an aircraft? Just
some thoughts...
