Based on recent monitoring activity for ATF .... they are using both
165.2875 and 166.5375 as simplex surveillance frequencies in P25 clear and
encrypted. There normal admin activity is as you describe with 166 in and
165 out. No aircraft is involved in the surveillance as all units monitored
are either at the base or mobile.
At least this is what I am hearing from my location recently.
