Some other facts/comments:
Well looking at Grove's "Federal Frequency Directory" 2nd edition, it indicates that this is channel 312 & actually could also be used as a repeater freq with an input of 419.000. There 10 agencies listed as potential users of these freqs.
Of course what Chris brings up is interesting. Are most radios set up with the repeater talk around (simplex) programmed in case of repeater failure OR the units are out of range from the repeater BUT still want to be able to communicate mobile to mobile or with a portable base station.
