The VA Medical Center Police in Pittsburgh have switched to a new APCO-25
frequency. 163.2625 MHz is now digital, no encryption. Here is what I have
for the VA in Pittsburgh;

163.2625 MHz - Police (P-25)
164.0625, 127.3pl  - Repeater
164.2125, 114.8 - Repeater
164.8750, 103.5 
166.2250 - Old police frequency, still seems to be in use by other folks at
the VAMC
