410.000 is USAF phone patch at McConnell AFB in Wichita. Input may indeed be 419.0 but uncertain.

Hi Chris and the group. I've heard things like that on the federal
government freqs in my area too, and I am in the Detroit area, but my
monitoring has been mainly on the VHF federal government band, 162-174
MHz. I've heard what you have discribed, and then some FBI stuff, but I
haven't heard anything in recent weeks, and the UHF band has been a little
tricky with Canada using some stuff there. See my last post about the
federal prisons, but there also is what appears to be a trunking system in
the Detroit Area on the UHF band here, but again I'm not sure if it is
something here or in Canada.
